    According to Postcom , USPS Senior VP Bill Galligan has made the following acting appointments:

    Jordan Small is the acting vice president, Network Operations. He will be responsible for the USPS’ national transportation system and mail processing operations. Jordan was the vice president, Delivery Operations. Linda Welch is the acting vice president of the newly restructured Delivery and Post Office Operations organization. She will be responsible for the operation of the USPS’ 36,000 post offices. Welch was the district manager at the Dallas and Fort Worth Districts.

    An NBC investigation in Kansas City, Mo., has discovered that 85% of area restaurants surveyed use cheaper fish in place of the one listed on the menu. Instead of red snapper, they mostly served tilapia—which costs five times less. Even "Red Snapper" restaurant was caught serving something that wasn't red snapper.

    NBC extracted DNA samples from fish ordered from 20 popular local restaurants and sent them to a research institute for testing. The results shocked them—not just because the fish substitution was so prevalent but because it's illegal. According to a Government Accounting Office report, "the specific species of fish or shellfish must be listed to notify consumers with food allergies of a particular type of fish species."

    While one sushi restaurant manager even went so far as to say that the substitution was "an accepted industry standard," it seems that the actual fish suppliers might be the ones perpetuating fraud. Most of the restaurants believed that what they ordered from their vendors and what they served in their restaurants was indeed what they listed on their menu. They just "didn't understand the differences between species."

    The US Postal Service will market test a new competitive, less-than-truckload shipping service known as Collaborative Logistics. The Postal Regulatory Commission signed off on the USPS proposal, which gives the postal agency two years to conduct the market test.

    A dozen civil rights pioneers take their places of honor on U.S. postage stamps Saturday.

    The six 42-cent stamps are being dedicated in New York and are going on sale nationwide.

    The stamps honor the achievements of Ella Baker, Daisy Gatson Bates, J.R. Clifford, Medgar Evers, Fannie Lou Hamer, Charles Hamilton Houston, Ruby Hurley, Mary White Ovington, Joel Elias Spingarn, Mary Church Terrell, Oswald Garrison Villard and Walter White.

    Among those dedicating the stamps are Thurgood Marshall Jr., son of the late Supreme Court justice and a member of the Postal Service’s governing board; Medgar Evers’ widow, Myrlie Evers-Williams; NAACP board of directors chairman Julian Bond and Henry Louis Gates Jr. of Harvard University and a member of the citizens stamp advisory committee.
